Togo is taking a new step forward in land-use planning with the introduction of regional land-use plans (SRAT) for each economic region. This initiative, which follows on from the Schéma National d'Aménagement du Territoire (SNAT), aims to provide local authorities with strategic tools for coherent, sustainable land management.
These SRATs will be drawn up under the supervision of the Regional Councils, in coordination with the relevant ministries. A methodological guide defines the guidelines and guiding principles, ensuring harmonization with national and sectoral policies. The aim is to ensure balanced development, taking into account local realities and the challenges of urbanization, the economy and the environment.
The Autonomous District of Greater Lomé (DAGL) is an exception in this reform, having already had a Schéma Directeur d'Aménagement et d'Urbanisme (SDAU) since 2018. This approach reflects the Togolese authorities' determination to strengthen territorial planning for more structured and inclusive development.
