By 2025, the 33 ministries of the Togolese government will have an overall budget of 1122 billion FCFA, marking a significant increase on the 1030 billion FCFA of 2024. These funds, part of a total budget forecast of 2397 billion FCFA, will finance 130 strategic projects and programs. Here are the five ministries with the largest allocations for the year.

Ministry of Primary and Secondary Education - FCFA 183 billion

For the fifth year running, this ministry retains the top spot in terms of budget, with an envelope of 183 billion FCFA. Although this amount is 8 billion FCFA down on 2024, it reflects an increase of 20 % over the last five years, compared with 152 billion FCFA in 2021.

This allocation breaks down as follows:

106 billion FCFA for pre-school and primary education,
59 billion FCFA for general secondary education,
17 billion FCFA for the Ministry's operations.

These funds will be used to strengthen the education system, in particular by recruiting new teachers, providing in-service training for volunteers and equipping schools with computer equipment.

Ministry of the Armed Forces - CFAF 119 billion

The Ministry of the Armed Forces came second with an allocation of 119 billion FCFA, slightly up on the previous year.

This envelope will support :

CFAF 62 billion to support the defense forces, including the purchase of logistics equipment and the financing of joint operations,
29 billion FCFA for the acquisition of modern equipment,
CFAF 10 billion for military strategy, down sharply from CFAF 33 billion in 2024.

Ministry of Health - 114 billion FCFA

With an increase of 3.6 %, the Ministry of Health's budget will reach 114 billion FCFA in 2025.

Priorities include :

FCFA 63 billion to improve health services,
26 billion FCFA to combat diseases such as malaria and tuberculosis,
3 billion FCFA for health emergencies,
16 billion FCFA for the Ministry's operations.

These investments are aimed at achieving the national objective of universal access to quality care.

Ministry of Public Works - 92 billion FCFA

The budget for this ministry will rise to 92 billion FCFA, an increase of 8 % compared with 2024.

The funds will be dedicated to :

FCFA 72 billion for road rehabilitation and construction,
18 billion FCFA for road maintenance,
1 billion FCFA for planning and monitoring-evaluation.
The Ministry's operating costs amount to 395 million FCFA.

Ministry of Mines and Energy - FCFA 62 billion

With an increase of 5 %, the Ministry of Mines and Energy closes this ranking with a budget of 62 billion FCFA.

Priorities include :

FCFA 60 billion for strategic energy projects, such as the extension of the Blitta solar power plant (100 MW) and the launch of the Sokodé photovoltaic plant,
1 billion FCFA for the promotion and control of mining activities,
650 million FCFA for management and administrative support.

These allocations reflect the Togolese government's national priorities in education, defense, health, infrastructure and energy. They also reflect the accumulated commitment to support the country's economic and social development.
