Togo has had a new government since August 20. The new team, led by Victoire Tomégah-Dogbé, is tasked with paving the way for the installation of the institutions of the Fifth Republic, while continuing to implement the government's roadmap.

On Friday August 23, before the National Assembly, the head of government outlined the priorities of the new executive. These priorities, articulated around five guidelines, are designed to "continue to provide and accelerate responses to the high expectations of the population", as expressed during the most recent electoral consultations.

Peace, security and stability

In a worrying security context, particularly in the far north of the country, the new government team intends to maintain security, stability and peace on the national territory. This, "to enable all citizens, wherever they may be, to go about their daily business in peace", explained the Prime Minister. In this sense, the actions initiated since 2020 should be reinforced and perpetuated.

"The government will continue to deploy the emergency program to strengthen community resilience and security (PURS). Particular attention will continue to be paid to security and defense issues", Victoire Dogbé made clear in her speech to MPs.

Social needs

In previous years, the government implemented numerous social programs for the benefit of the most vulnerable, but the new executive is committed to maintaining the momentum, by ensuring that basic social needs are met, such as quality healthcare accessible to all, quality education for all, and drinking water and electricity accessible to all.

"The program to build and rehabilitate health facilities and strengthen technical facilities will continue, coupled with the gradual extension of universal health insurance. To this end, the government will be building and equipping around 80 new health facilities, and completing the construction of mother and child hospitals. Schools and apprenticeships remain our priority for the future of our young people, with progress to be consolidated. We will be focusing on the continuation of ongoing projects, in particular the construction of additional classrooms and university infrastructure, as well as two additional IFADs for the livestock and aquaculture trades", explained the Prime Minister, before adding that "recruitment and training of teachers and health professionals will continue in the education and health sectors, with a focus on constantly improving the quality of service".

With regard to water, sanitation and energy, the new government plans to accelerate the implementation of drinking water supply projects in urban, semi-urban and rural centers, improve the development of water retention basins, and work to increase national energy production capacity by integrating innovative approaches and diversifying supply sources.

"Sector governance will receive particular attention. Projects such as the construction of solar power plants and transmission lines will be accelerated, as will the expansion of the Tinga fund", assured Victoire Dogbé.

Jobs for young people

The issue of youth employment will also be one of the guidelines for the new government's action, said the Prime Minister.

To this end, an institutional reorganization has been initiated, to "strengthen the professional integration of young people and reveal their potential". The aim is to optimize existing support systems, integrate innovative approaches, and better support the entrepreneurial ecosystem.

Agriculture, land reform, transhumance

The agricultural sector, a key driver of the national economy, is also high on the agenda. The new executive intends to improve access to inputs, credit and markets for farmers, while pursuing land reform and better regulation of transhumance.

"The government will pursue actions aimed at transforming the agricultural sector (ZAAP, agropoles, mechanization, availability of fertilizers, FOPAT) with greater involvement of the private sector, so that together we can meet the challenge of modern, high-performance agriculture. In addition, a department has been set up to manage fish and animal resources, and regulate transhumance. The land reform project will be pursued with pragmatism and determination, with the aim of securing land for major structuring projects", announced Victoire Dogbé.

Public life

Finally, the new government team intends to tackle the issue of public life, which will necessarily have to be improved, "with greater accountability", stressed the Prime Minister.

"Today, on the strength of our political, economic and social achievements, we are embarking on a decisive new stage for our country. It is together, in our diversity, that we will write this new page of our common destiny", urged the head of government.
