The Keeper of the Seals and Minister of Justice, Mipamb Nahm-Tchougli, presented on Tuesday a series of ambitious reforms designed to modernize the Togolese justice system by 2025. During a visit to the Kara Court of Appeal, he emphasized the importance of establishing a fair justice system, at the service of the population, while restoring the dignity of magistrates.
The Minister identified land as a major issue, accounting for the majority of disputes currently before the courts. These disputes, often exacerbated by anarchic sales and conflicts between communities, are a source of persistent social tension. Despite the government's efforts, malicious actors continue to exploit loopholes in the system, necessitating in-depth reform.
The proposed reforms aim to improve the regulation of land management and offer effective solutions to reduce land conflicts. Mipamb Nahm-Tchougli also stressed the importance of a comprehensive reform of the judicial system, affirming the authorities' commitment to meeting citizens' expectations.
The dignity of magistrates is a priority, with an emphasis on providing them with the tools and resources they need to work with respect and efficiency. Planned initiatives include strengthening legal frameworks for managing land disputes, better regulating plot sales, improving judicial infrastructures and magistrates' working conditions, and raising public awareness of the dangers of unregulated land transactions.
These reforms testify to the government's determination to make justice an essential pillar of social peace and national development.
