In 2025, Togo forecasts a wage bill of 355 billion FCFA for its civil servants, or 14 % of the national budget of 2397 billion FCFA.
This amount covers salaries, allowances, bonuses, contributions and other expenses related to public personnel.
This represents an increase of 10 % compared with 2024 (321 billion FCFA), due in particular to the entry into service of 3,000 new agents recruited in 2022 and to administrative adjustments.
More than 65,000 civil servants depend on the State budget.
